Confirmed. Configuring the execution mode to F1 (Fakechroot) does not allow running the container as uid 0 which prevents installing packages (among other privileged operations):
udocker create --name=test-install ubuntu:16.04
udocker setup --execmode=F1 test-install
udocker run test-install bash
Warning: running as uid 0 is not supported by this engine
Warning: non-existing user will be created
Changing the execution mode to P1 (Proot) allows privileged operations within the container, but the container cannot be executed in P1 mode within AWS Lambda.
