G0 and G1 move in absolute coordinates. So you are moving to X10 position when you specify "g00 x10". If you do it again, it doesn't move because you are already there. If you want to move in incremental mode, call G91 to switch upon powering up, and grbl will move +10 for each "g00 x10" called. In general, you don't want to use incremental all the time. It can make g-code programs very confusing but can be handy in some cases.

For some reason I thought g00 was incremental not absolute
