I'm not sure this is a real issue... the places that use toPromise are matching the required promise API from the datasource

When I tried upgrading rxjs it gave me deprecation warnings about toPromise.

When I tried upgrading rxjs

note that a plugin can not upgrade rxjs -- rxjs is loaded from the runtime grafana regardless of which version you compile against!

when grafana core updates to rxjs 7, so will all plugins running. However I expect the use of toPromise() will be required until the core grafana APIs all accept native Observables rather than a Promise.

for sure not a "good first issue"! ;)
