为了保证模块的下载速度 goproxy.cn 是使用了 CDN 的，CDN 的节点分布在世界各地，在 DNS 解析上根据就近原则为请求分配地理位置最近、运营商线路最优的 CDN 节点。同时为了保证高可用性又会分配多个这样的 CDN 节点，这也就是为什么你多次 ping 出的 IP 会出现不一样的情况。
目前我们无法给出一个完整的 IP 段列表来解决类似公司内网出网策略的需求问题，不过鉴于类似问题被反复提及我们可以考虑一下。
另外 CDN 节点的 IP 很少存在变动的情况，所以有个临时解决方案是你可以用你 ping 到或者 dig 到的 IP 来申请，并且同时在你的机器本地（比如改 hosts 文件）或者你们团队内部的 DNS 服务器上将 goproxy.cn 的 A 记录固定为那几个 IP。
