Looking at the hana-dev server, indeed, Port 50013 is blocked by sapstartsrv:
hana-dev:/var/tmp/hdb_H01_hdblcm_update_2022-03-29_08.08.18 # netstat -putan | grep 500
tcp 0 0 0.0.0.0:50013 0.0.0.0:* LISTEN 30540/sapstartsrv
I wonder if the error "Could not write to Secure Storage" is just an errror message resulting from the fact that ssfPkiCheckOrCreateRootPSE tried to call sapstartsrv and failed.

I could manually start sapstartsrv, here is how:

I could work around this issue by using SLES15 in the bastion host, but I would be thankful for any hint of systematically troubleshooting what actually happened.
