Talking more with @foolip, I think maybe "browser-specific" is fine as it is - it's what we want for our use case of talking to chromium teams about APIs they've shipped that failed to get traction elsewhere. So we should fix this bug just by updating the confluence metrics doc to reflect the implementation.

But for the "eliminate legacy WebKit APIs" use case, perhaps we'd eventually like another "Fragmented APIs" list that's between "vendor-specific" and "failure-to-ship" - exists in only 2 browsers for some time.

I'd be interested to see the "fragmented" graphs. If we thrown in an "exists everywhere" metric we'll have all permutations of existence, 1,2, 3 and 4. I think I'd be interested in seeing all of those without a grace period, to see if the graphs are totally smooth and non-actionable, or if we see some larger jumps.
