I too had the same query when I first made my way to this repository. Try the following:
mkdir components
cd components
git clone https://github.com/Polymer/tools.git
cd ..
./components/tools/bin/pull-all.sh

As I now notice it, the tip I gave you earlier is not sufficient. You need to pull a few more dependencies (that you'll see the app trying to GET but unable to) for the app to work. You need to grab these as well in the components folder as:
git clone [email protected]:Polymer/paper-button.git
git clone [email protected]:Polymer/paper-icon-button.git
git clone [email protected]:Polymer/paper-input.git
...
etc.
Theoretically, there might be a pull-all.sh in the paper components repository that will simplify this, leaving you with only a few more things that need to be pulled by hand.
