Can we try to detect bombing, without putting in any fixed max size on legitimate uses?

At the very least, we should have metrics in place to determine if the threshold is too aggressive (e.g. fine vs. went over the limit; histogram of actual/estimated size if possible).

Returning at long last to this one, we will be adding a no more than 100x compression ratio limitation soon. Examination of 10k+ font files suggests average and median are both about 3, max 20.
