I think I've identified the wrong code in the numpy decompositions file and made a pull request, which seems to solve the issue.

Thanks for catching this!
I was surprised this issue slipped through the cracks, but then I realized in our SVD tests we are only testing the singular values and not that the un-decomposed tensor is actually correct!
I'll add a test for this and then push your fix to release 0.0.5 tonight.
