No packages found when running MacOS about pub_cache HOT 4 OPEN

Seems pub_cache is referring to pub.dartlang.org https://github.com/google/pub_cache/blob/master/lib/pub_cache.dart#L149

After dart 2.19 pub is using pub.dev instead.

@EbenZhang, thanks for the report. I believe you've found a real issue with this package (needing to update to the latest pub cache location).

However, this package is no longer in use by the Dart team's tooling packages, and has only limited use in the ecosystem (see https://pub.dev/packages?q=dependency%3Apub_cache). Given that, I think we'll make the decision to retire it.

I'l create an 'we're retiring this package' issue along with the recourse for people currently using it.
