Right now Nomulus requires GAE and other GCP services (data store, task queue, etc) to work. There are plans to make it more platform independent but we probably won't get there for maybe 6 months to a year.
You don't need a G Suite account though. Regular consumer gmail.com account should work.

I am interested in anyone creating an offer, based on Nomulus, to host a new gTLD. I was informed that Google won't be developing a solution for future applicants from the next round but...someone else might.
