DKIM proofs are sent by mail servers on outgoing mail. Users have access to DKIM proofs for each message that they receive. A user can get a DKIM proof on their own message by sending themselves an email.

DKIM proofs will be valid for each email address a user has received. How do you propose to distinguish between emails a user has received and email addresses the user actually owns?

Answer from @daniel-ziegler Sender includes hash of SignedEntryUpdate in the subject line of the email.
