The new proto is not integrated in the key server code. However, the last task, "Modify v1 APIs test python script", cannot be completed unless v2 APIs proxy is implemented. This is because v1 only provides GetUser API. Therefore, there's no way to test it without creating some users first, which can be done in v2.
