Update lazy loading / ajax system for polymer 1.0 about ioweb2016 HOT 2 CLOSED

Thanks for the heads-up. Getting the Polymer partial <template> stuff properly cached was already a hack, so I'm anticipating that this won't be any worse, and will hopefully be cleaner.
