Either this documentation is old or this issue is referring to something else not the gecombineterrain :

another instance that points multithreaded processes
http://www.opengee.org/geedocs/answer/6008655.html

Each task within Fusion is configured to use 1 CPU by default. Changing the maximum number of CPUs using the above command will not affect the number of CPUs assigned to each individual task. Some tasks in Fusion are capable of multithreaded support including:

gepackgen (imagery and terrain projects)
gemaptilegen (2D vector-based map tiles)
gecombineterrain (3D databases)

Or do you mean we should make task rule to use max CPUs available by default ? Please clarify

specific example / log etc would help.

We need to do more investigation. It may be that the specific executable specified in the title is already multithreaded, but there are definitely some that are single threaded. I also had some weird configuration issues where if you specified multithreading for some executables, then it would limit the number tasks that could execute simultaneously, which ended up slowing things down considerably rather than making them faster.
