Not sure if you're still having the issue - I ran into the same thing - I fixed it by installing gcc via the cygwin setup wizard setup-x86_64.exe - there is a stage where you choose which libraries to install with it and I simply selected the gcc and g++ modules.
I ended up then using the linux bash file to deploy course builder in cygwin rather than using the windows bat script

In my case, I resolved checking python version.
prompt> python -V
should be 2.7.x, not 3.x
from coursebuilder-core.
