On iOS 8, the problem can be fixed with something like this PR for Blockly. On Chrome using the dev tools touch emulation, the problem is that Chrome doesn't set up Element.ontouch* handlers unless it either detects a touch screen or you run Chrome with the --touch-events command line flag, and Blockly only listens to touch events if those handlers are present (i.e. null rather than undefined).

Interesting, but I'm mainly testing on an android tablet (using phonegap) and it just doesn't recognize drag events. Going to take a look at core/field.js, thanks for the input.

Odd. I'm running Blockly on an Android tablet (using Cordova) and dragging
is working.

Ah, actually, I take that back. I'm using Crosswalk via the Mobile Chrome
Apps
project, so
I'm using a different browser.
