Good story why there is a need for a new boss. Summoning sounds cool but since it is the final fight it may live only once per mc world? :D Or there should be a trigger for spawning this boss. Or it should be really expensive to summon it.
Since I never really got something working with structures, and without it it's hard to implement a good boss fight, the end biome is a really good deal with a flying mob to fight in. It's actually funny but some months ago, a friend of mine had the idea to create something like the Eye of Cthulhu but I actually don't like the design of it cause it looks to disgusting for me (just my personal feel^^) XD
Checked those other mobs and they look all great so I'll think about the look of this mob.
The drops sound good, fits nicely with another idea where you drop a piece of thing with which you can upgrade the gilded netherite armor which allows you to teleport like an enderman.
Need to think about the ai and sounds are always hard to find :)
Btw for attaching the elytra to your chestplate there are mods for fabric :D

So, about his summoning mecanic, I think that my plan of taking a beacon to the end and placing an ender dragon egg onto it is pretty expensive already -> you have to fight both the wither and the Ender dragon each time you want to attempt the fight:
When you die in the end, you respawn in the overworld, so I think that the endfester (or whatever you name it) could despawn (a bit like terraria bosses). In multiplayer, it could for instance search for another target once his first one dies, until there is no potential target left in his vicinity (in which case he despawns after a small delay).
Either that or he could tp to the main island where he could roam, waiting for the player(s) to return.
Oh, and I didn't mentionned it yet, but after his descent above the summoning structure (right after he spawns), the beacon and the egg could explode (forcing the player to find new ones).
PS: I remember that there's a fabric (not totally sure but almost) mod which adds an end structure with a dragon egg inside: it could fit well if it was rare enough, allowing the player to summon the boss without always having to re-summon the dragon.
About the elytras, yes you're right about colytra and curios (the later being my personal favourite). It'll probably be the best solution since better end (definitely gonna include it in my modpack when released) has his own new materials planned (like better nether I guess).
Btw, I don't think that you should worry too much about end mobs (except for the boss of course 👌) because better end will probably adds his own mobs -> it may be better for you if you waited a bit and adapted your work about end mobs in accordance with better end features.
About your model, I think it's a nice potential starting point (maybe more original than an "ender eye of cthulhu", even if it would absolutely not bother me if it was done this way).
However, I'd make the eye green personaly (like the eye of ender item). I don't know if I would make it 3d (an orb) tho? After all it looks cool how you made it.
Maybe it could be a little less like a flat disc (I'm thinking of a double converging lens shape), or even just a blocky eye...
Anyway I like your implication in my little idea 😁 (you even took the time to do a little sketch out of it, thanks!)
If you want other ideas for an end boss, don't hesitate to ask me (or even for another completely unrelated mob, I'd be very happy to reflect about anything if it has a chance to make his way into minecraft!!)

So you say the beacon platform should stay but the beacon itself should explode, sounds actually good.
One of my goals was (or is still) to implement a tameable dragon so idk if the dragon egg fits this summoning event well.
Since the fight is in the end, you have to kill the dragon at least once before summoning this boss except you want a double fight xD
Even if I wanted to add one or two end mobs, I never got a good idea^^
