The main reason is that it's a pile of hacks which should really be a core mocha feature, but for some reason the PR to add it keeps going stale.
I would suggest the simplest approach for your issue would be to use a range like "0.9.1 <= x < 1.0.0" or whatever the exact npm syntax is to do that.
I only bump the minor version for new features, so there's unlikely to be any benefit to going around bumping the version in every place you're using it.

@glenjamin Mocha seems to have kicked their PR review process up a notch. Might be worth trying a PR again.
