I believe we resolved this and it was because you didn't have the feature flag turned on in the target github org.

can you elaborate a bit? what feature flag? how do you enable this on GHES? (I know the original issue isn't about GHES but I'm seeing that error on GHES and this is the only discussion that shows up for this error in a Google search.)

The feature flag was removed many months ago when we went into public beta. The feature flag was only relevant on the target github org, and this tooling only supports migrating FROM GHES not TO it, so the flag was never relevant to GHES.

Make sure your personal access token (PAT) contains admin:org scope.
your PAT for source and destination organizations must have repo, admin:org, and workflow scopes.

@dylan-smith ok, I didn't know that. I'm pretty confident my github rep told me it could move "from anywhere github to anywhere github." She was mistaken, I guess.

@xenbeat I believe the PAT has that scope, but I will check, thank you. I tend to under-scope, so I may not have added this. Though if Dylan is correct, I just can't go from github.com to GHES at all.

For github.com to GHES I believe you have to use ECI to generate an archive from github.com then use ghe-migrate tool to import to GHES. But I'm not an expert on those tools or that scenario.
