Url you try to download from?
I have just tried the one available on the release page https://github.com/git-tfs/git-tfs/releases/tag/v0.32.0
So https://github.com/git-tfs/git-tfs/releases/download/v0.32.0/GitTfs-0.32.0.zip
and it is working good. I am able to download it and extract it with the good content.
Maybe something blocking in your infrastructure or computer?
Maybe GitHub rate limit is causing the problem?
If you launch the download from the browser (like on this image), what is the status code returned?
