I must confess, I really hate encoding issues. I borrowed some code that does not seem to do its job correctly. Do you know where I can find good implementations of encoder and decoder?

I made some for my own deflate pack, the integration is a bit tacky as it has to deal with the possibility of a character being split in different blocks, both in encoding and decoding. I guess you will have to deal with the same issue as well, but the basic conversion formulas are there.

Actually, I use these 2 functions only for filenames and comments in the zip metadata so I shouldn't have issues with split strings. BTW, do you think this simple implementation would be ok?

I can't spot any flaws, mind the error handling though.
Where does the code then handle encoding for file data?

I use Blob and FileReader APIs (cf TextReader, TextWriter constructors), so I don't have to worry about UTF-8 encoding for file data :).
