Enable direct write access to App Catalog through Kubernetes API of the Control Plane about roadmap HOT 5 CLOSED

We could think about including https://github.com/giantswarm/giantswarm/issues/1693 as a stretch goal, as thatmight be quite straight forward, but will need to check what is ahead of us still in the authz department here.

Only the defaulting and validation part is blocked by #26.

But the only thing we need to do is document their structure. Customer just want us to give them write access. There is a WG that is forming for this.

It's valuable. But we cannot define the scope on our own, b/c have to work with the WG. Parking this for now. @corest will join WG.

@pipo02mix 's customer is most interested. Maybe could help with documentation for customer, how they can use it, etc.

Since Vol created the user roles and enabled access control plane API for customers, customer can already create App Catalogs and Apps through k8s api fo control plane. So this is already done?
