The forms are never deleted off your device. Go to the Send Finalized Forms screen,
click the menu icon, and select "Show Sent and Unsent Forms".

The forms you sent should appear (so you can re-send them).

On the ODK Aggregate server, the admin team should ensure that these forms do not appear
under the Forms Management / Submission Admin screen.  

The code should not allow this. Questions for your team:

- what version of ODK Aggregate?
- what version of ODK Collect?
- can you supply a server log during the time in which ODK Collect is submitting the
data to the server.
