One quick way for you would be to download and run:
https://ms4w.com/release/ms4w-4.0.0-setup.exe
Will give you a 32-bit Apache web server and MapServer installation, allowing you to run WMS, WFS (simple feature), WCS, SOS. INSPIRE metadata (scenario 1 and 2), and have auto-generated ISO metadata.
