This is now happening in a separate Astropy-affiliated package: https://github.com/astroplanners/astroplan
I'm keeping this issue open as a reminder, it might be useful to combine astroplan
and gamma-ray specific info (like observatories or targets) into a convenience function or even web app.

I don't think we should add any code to Gammapy.
What we could do is to add a docs example that accesses a gamma-ray observatory location
http://docs.gammapy.org/dev/api/gammapy.data.observatory_locations.html
and uses Astropy or https://github.com/astropy/astroplan to compute something, e.g. Crab nebula object visibility or whatever. That's not really Gammapy functionality, but given that our strategy is to just use existing Astropy functionality, I think teaching it via a docs example or tutorial notebook would be nice.
If no-one picks this up within the next ~ year or so, we can also just close this issue.
