Thanks for the detail information.
Maybe we need to move out the /meeting_minutes folder to somewhere else.
These files already transform to .txt file under /data, the purpose left are just for reference.
Do you have any suggestions where these files can go?

we can make a list.json with sha256(pdf/binary) for validating those files, then move those binaries to a web hosting resource. I can offer a PR and hosting resource if you like.

Sure, it's clever.
Now, there are only three counties(臺北市、臺中市、高雄市) files here, please let us know how to update other counties files once you finish this work. (<= I should use some words more polite, but with my poor Eng...)
btw, there are .doc files in these files, maybe you would like to know.
