Unfortunately it's not quite the same as @robertpi was proposing. With the profile 7 PCL you can't access metro only api's, only the intersection of .NETCore and .NET desktop, so no location api, camera api, etc...

It's really a VF# Tools thing, but let's work on the assumption that we can integrate features from F# open edition --> VF# Tools

What's stopping you from accessing it? Does Fsharp.core have to be compiled against netcore?

I think nothing is stopping it. Profile7 can be used as FSharp.Core for all .NETCore programming, just as Profile47 can be used for all SL5 programming (not just portable).

The key thing is to add a template and check if C#-->F#-->C# references work, where the C# is not portable.

The template would be "F# Windows Store App Library" or something like that.
