I think the real takeaway from the conversation is that we need to implement some form of dedicated time to working on bugs and technical debt. After discussing with @dclear, we've decided to implement the suggestion of budget 1 day per sprint per engineer for bug-fixing to start. Dylan will update the handbook accordingly.

For this sprint, I've added additional budgeted time per engineer to the column for Commitments in the planning gdoc and renamed it Admin + Bugfix:
