updated this for phoenix. we could support importing arbitrary formats (svg and
maybe raster formats) into copper or silkscreen layers. nice but not at all crucial
feature.

users can then put hotrod flame ground planes and funky stencil styles on boards.

note that this might not work at all for gerber export. it would work for homebrew
boards though.

mariano has hacked this into the parts editor. so this should work for DIY boards.
it's not going to work for Gerber export but we could just warn the user on export
and ignore it. Need to test this for DIY export.

diy export doesn't work unless the logo is an svg; diy export ignores the svg image
element. secondarily, diy export would have to be able to change the colors of the
image to black, which involves rendering the svg image to a pixmap, running over the
image pixels changing those over a certain threshold to black, and shoving the new
image back into the svg
