I'm not sure it's a good suggestion.
If you have only a few tabs open, the quickest way to switch to another tab is probably Alt + arrow keys.
If you have many tabs open, Alt+arrow keys might not be convenient. Right-clicking on the tab title to access the Documents list would be helpful. But the point is: if the list was immediately available in the first dialog, in case there are many files, they would push the other menu options (Save, Save as, Close, Close other documents, Always engrave this document) out of sight. That's probably why a submenu is used.
In this scenario I'd rather keep active the "Tools>Structure>Documents" pane to easily switch between tabs.

The Save commands & al. coud be placed first in the menu, before the documents, too,

For me, it's quite convenient to use Alt+D, which opens the Documents menu. You can then use either keyboard up/down arrows or the mouse in order to navigate.
