Add way to exclude commits via regex about release-with-changelog HOT 5 CLOSED

Was trying to see if I can implement this and found an interesting case where every commit could be Meta: ... or Docs: ... between releases, and the release body would be empty.

That can happen even when a commit is tagged twice (for whatever reason). Perhaps in that case the content could be: Maintenance release

This is why I removed using this action on it self, as we would be re-tagging all the time.

Would the user be able to configure this? We already have a generic message in code.

Imagine Facebook releasing its app on the App Store and the release notes saying "There isn't anything to compare". The message needs to make sense for the users, not to the releasers.

Well they can still use header or footer combined with workflow input to get a message in there if they wanted to!
