I'm able to reproduce this myself, and I've tracked this down to being a result of the backdrop-filter CSS used when Blur Background is enabled. This is a browser bug with Chrome. They'll have to fix the issue.

I've put together a jsfiddle that replicates the behavior with minimal code here. https://jsfiddle.net/qtsgk5ew/3/
This confirms for me that it's backdrop-filter elements over a video specifically.

Ah, interesting. Thank you for investigating this and making the minimal test code.
Hopefully Chrome will fix it at some point.
This can probably be closed with your answer and test code, but I'll leave that up to you to determine.
