There are advantages to keeping the data in separate files, one per census. This way, it is easy to give users data from a specific census. Also, the user doesn’t have to open the composite file to determine how many censuses there are in that site.

An important reason to keep the data in separate files is because the original CTFSRPackage had functions written to address this format. If the format is changed, many of those functions will not work, unless you separate the data. Also, it is easy to run many of the static functions on one file vs changing them to include a condition (census=1, census=2, etc.).

Why don’t you leave them as separate files and have a function that can combine them?
