I think it might be sensible to tackle D3's sub-modules (Changed in v4) one by one. As Flow is somewhat associated with the React world, certain parts are probably more useful than others (i.e. the ones that manipulate the DOM). I've got some rough definitions in a private project -- happy to contribute.

I used ramda's typescript definitions while working on flow ones and I must say that you would want to write it yourself or wait for a really profound converter. Flow's type inference is quite mind-blowing if you write your declarations in a certain way. I had to change quite a few of the definitions from what they were in typescript to what is useful in flow.
With that said I would love to see a converter.
On the other hand I actually had a chance to understand every function in ramda which is a huge bonus:)
