Thanks for mentioning but this is and will be handled by the underlying GitHub Action Package, it's installed in the latest version and as I see it uses the GITHUB_OUTPUT Env if provided. So I don't see an todo right now.

@fjogeleit dependabot PR updated @actions/core to version ^1.9.1 but at lest 1.10.0 is required to resolve the warnings.

Action authors who are using the toolkit should update the @actions/core package to v1.10.0 or greater to get the updated saveState and setOutput functions.
