Thank you very much Manos for pointing this issue.
In fact, the aggregator is then set to exp_scaffold.set_aggregator(Scaffold(server_lr=server_lr)) before the exp_scaffold.run(). So the Scaffold aggregator will be used as expected, rather than FedAverage.
Anyway, you're fully right that the documentation is very confusing to the user !
This will be modified in next release.
