Your assumption was not right. Plugged in means AC connected, but not charging. The evidence is that your battery capacity did not grow.

You may plug out the AC; wait the battery capacity drop down below 80% (different OEM has different settings), and plug AC back in, to make the battery actually charging.

AC connected and Not charging both means that your battery is not charging. How can you be sure it's charging?

What does Windows report natively?

I had assumed AC Connected meant charging.

Windows reports it to be charging.
