That's right, the formulation was incorrect. We do not replace NAs with zeroes. What I meant was that the average for a given interval will always be calculated on the basis of the entire interval, regardless of the fact that some years may have missing data.
I have updated the description to correct this.

As for the note for rawAvgCosts(), I think my example was incorrect, maybe the confusion came from it? I have corrected it. Anyway, this function is not really supposed to be used by end users (they will generally use calculateAvgRawCosts()).
