I think this is due to the audio output on the Pi. The next release will bring back MP3 support along with the existing OGG support, so we can compare output levels of the two file types playing the same music to see if there is really a regression due to ogg123 support.

This could also be related to the way we are doing volume control setting the amixer volume to (50 + (x/2)). Still needs looking into.

I have tested the volume on the stage branch with ogg file, and I did not noticed this issue. It is clear that slider at 50% makes a lot of attenuation, but it is working fine also in the first part.
JonB256, for your test, have you used the jack output or the HDMI ?
Which software version was used ?

The new SD image includes a newer kernel which has some audio volume related bugfixes in it. Please report back if this is still an issue once v0.3.0 is released.

I believe this has been fixed with several volume related changes both recent and in the past. We do not even use the PI's 0-50% anymore, we map our 0-100 range onto the Pi's 51-100% to give better granularity. We can re-open if necessary, but I'm going to close this one for now.
