Are you getting an error message? The path looks the way I would expect; if it’s relative to the app.css then it should work; that should be relative to the importing css file, so if that’s already in wwwroot/css, it shouldn’t need that in the path. Unfortunately, I won’t be able to try to reproduce this for about a week.

I'm not getting an error message, but it's always looking to ../../Styles/open-iconic/fon/css/open-iconic-bootstrap.min.css in the compiled css file in wwwroot instead of looking in wwwroot/css/open-iconic/font/css/open-iconic-bootstrap.min.css

I rebooted my machine and now the path is compiling appropriately.
