I solved this problem by executing export_image_segmentation_models() with wsl-ubuntu python3.8.12,
torch==1.10.2, torchvision==0.11.3, torchaudio==0.10.2, transformers==4.6.1, scipy==1.8.0.
However, my windows python3.10.4 still fails.

The new PlayTorch API, the PlayTorch app + Snack, and the PlayTorch Expo config plugin are now better alternatives to experiment with on-device ML models.
