No. On this level, there is no real CBR/VBR distinction. This is true also for HLS and DASH, but they do assume that the bitrate does not fluctuate too much.

Normally, there is little reason to use CBR once one goes away from TS streams. In particular, when there is very little motion it's a waste to start encoding noise or stuff the video in order to achieve a specific number of bits for a GoP. So, most systems are going towards Capped bitrate, where a GoP is not allowed to be bigger than a threshold but can be considerably smaller.
