Hi,
you need the files in uploads/pics. The temp files are not needed.
If you also used related files you need to copy uploads/media.
When you import to tx_news with FAL support you can delete all copied files after import as these will be moved to your fileadmin. Don't forget to create the import folder as defined in the ext:news extension configuration (accessible through extension manager) or else the import will just give you an error.
