The key seems added, so in a way or another the command has been done.
Is the error recurring at each Puppet run or it happens only the first time?

only first time of course, i just don't know if there is a way to suppress the output so puppet wont think its an error

Well, it depends on the return code of the command (I think Puppet considers that, not the output of the command), and btw, it should be:
gpg --recv-key 4BD6EC30 &> /dev/null ; gpg -qa --export | apt-key add - &> /dev/null
not
gpg --recv-key 4BD6EC30 &> /dev/null | gpg -qa --export | apt-key add - &> /dev/null
do u agree?
