Page does not load after starting dev server if packages are not installed about evidence-vscode HOT 2 CLOSED

I suspect this is because npm install takes much longer than app build and dev run. Most likely the built-in simpler browser extension that we open prematurely times out trying to load the home page, due to trimmed down delays and no control over commands ran in terminal or feedback when they finish.

We can split that process into multiple steps:

• Show Install Dependencies in Evidence status bar if we can't find node_modules folder
• Install dependencies on the first run
• Change Evidence status bar to Start dev server as we have now after that npm install command step

I can make those changes tomorrow morning for us to review and wrap this v1.0.0 release.
