The main reasons for patching it out were #1 - that it was failing to build due to what seemed to be code dependencies on other bits of systemd, and #2 - that it seemed only systemd needs it, ie there are no other use cases that wouldn't be happily served by the external udev-acl provided by ConsoleKit.
If there are use cases presented for built-in ACL support, we will attempt to integrate it again.

After migration of gentoo-x86 CVS tree to virtual/udev (and udev.eclass) it became apparent that nothing really uses the new-style ACL support (except systemd) yet
So far as I'm concerned, no hurry with this one at this point.

I'm closing this as (alluded to previously) the built-in ACL support of udev-195+ is only applicable to systemd (the code doesn't even run otherwise). If this changes in systemd-udev then we'll have to completely reintegrate and rewrite ACL support anyhow.
