Worth noting that the simulation becomes a lot more ugly with this (and it becomes harder to tell what's going on). Maybe this is something can be addressed in the simulation rework? Not sure.

I think we need to rework casper.py into some simulation runner with more structure. Going to be necessary for anything we do in this area... I think I'll let that bubble up to the top of my stack. will start organizing tasks/my thoughts soon.

This issue is superseded by the Network rework (which accomplishing this in a much better way). Closing.
