Use `enwtheme` theme? about hashprng HOT 3 OPEN

FWIW I find the theme used here to be nicer than the enwtheme one, and would prefer that the enwtheme be changed (and then all packages rely on that theme, if that's the way we want to do it).

I understand the goal to be having a shared one across epinowcast-adjacent tools, so on board with "make this the same". No preference as to whether that means changing this, something else, or both.

Yeah I definitely like the idea of having a shared theme and I don't feel strongly about what that looks like. Shall we have a discussion over on enwtheme about what we might like to change and use this issue for deciding when/if hashprng is getting ported over to enwtheme (great name).
