Note there is a bug in your mix.exs:
{:cowboy, github: "extend/ranch"},
You probably meant "extend/cowboy". :D After changing it to cowboy, it worked fine on v0.13.2. Can you please give it a try?

You're right. My mistake.
This bug has been in my mix.exs for a few weeks, and I'm surprised it has worked until now.
